In my humble opinion, the BOE is the Board of Directors (for a lack of better wording) of this big business called a school disrtrict. Success and failure, starts and ends with them. Last I knew, anything concerning new hires, terminations, large financial expendtiures (budgets), levies, facilites, mission statement of the district, etc. must be approved and supported by them. They set the direction for the district. At the end of the day someone needs to take full responsibility and accountablitiy of the district.
In the business world, if you want folks to stop leaving your organization and or becoming part of the problem. You're forced to make difficult decisions everyday. You make them, you hurt people's feelings, you force change and move on for the betterment of the entire organization, ownership or shareholders.
Most school districts try to make it a win/win for everyone, "everyone gets a trophy and a treat". This does not work in today's world. Money no longer falls from the sky (gov't) like it use to in the 60's, 70's and early 80's. The district is in competition for everything financially, academically and athletically. Residents today have options, it's a competition to keep their children in your district.
Freedom of choice is a greatest thing in our country and right now a lot of folks have decided to go other routes. Not saying it is right or wrong but real, hence why I say tough decisions and directional changes must be made in the CR district!
